ESTILL, SOUTH CAROLINA BOARD OF TRUSTEES MEETING (CALLED) DISTRICT BOARD ROOM FEBRUARY 3, 2009 6:00 P.M. Those Present: Benjamin Burison, Jr., Bruce N. Davis, Myrtle Sumter, Daisy B. Orr Elizabeth M. Haynes Others: Walter Tobin, David Corley GENERAL SESSION: Chairman Burison called the meeting to order and the invocation was offered by Mrs. Daisy Orr. In accordance with S.C. Code of Laws, Section 30-4-80-(e), as amended the following were notified of the meeting, Hampton County Guardian, and WBHC Radio. The agenda was posted in the teacher’s lounge at each school as well as at the district office. Motion was made by Mr. Davis, seconded by Mrs. Sumter and carried by the board to approve the agenda as sent out with the addition of Out of State Field Trip Request from Estill Middle School. Motion was made by Mr. Davis, seconded by Mrs. Sumter and carried by the board to go into Executive Session to discuss Student Expulsion Hearings, and Personnel. EXECUTIVE SESSION: The board heard the recommendations from Administrators from Estill High School (1) student and Estill Elementary School (2) students for expulsions. Motion was made by Mr. Davis, seconded by Mrs. Sumter and carried by the board to go back into General Session: GENERAL SESSION. Report Out of Executive Session: Estill High School Student A was recommended for Expulsion. Motion was made by Mrs. Sumter and seconded by Mrs. Haynes to expel Student A for the remainder of the 2008-2009 school year. Motion was carried by the board. Estill Elementary School Student A & B were recommended for expulsion. Motion was made by Mr. Davis and seconded by Mrs. Sumter to place Students A & B in afternoon Alternative School Program. The services to be rendered are to include schooling and Mental Health Counseling. Motion was carried by the board. Following the motion to determine the status of students that were recommended for expulsion the board discussed the progress of recently improved Capital Projects for Estill High School, to include fencing, cameras, etc. The ensuing conversation evolved into questions regarding President Obama’s Stimulus Package and the potential impact on Hampton County School District 2’s Building Facilities. The Board reached consensus in directing the Administration to begin the planning process and be prepared to respond upon the passage of the Stimulus Package. The language from the United States House Bill H.R. 1 refers to these as “Shovel Ready” projects. The Administration should bring pertinent information to the Board at the next Regular Board Meeting for a formal vote. Motion was made by Mrs. Sumter, seconded by Mr. Davis and carried by the board that the meeting be adjourned. |
