GENERAL SESSION:

Chairman Burison called the meeting to order and the invocation was offered by Mr. Bruce Davis.

In accordance with S.C. Code of Laws, Section 30-4-80-(e), as amended the following were notified of the meeting, Hampton County Guardian, and WBHC Radio.  The agenda was posted in the teacher’s lounge at each school as well as at the district office.

Motion was made by Mr. Davis, seconded by Mrs. Orr and carried by the board to approve the agenda as sent out.

Motion was made by Mrs. Haynes, seconded by Mr. Davis and carried by the board that the minutes from March 16, 2009, March 17, 2009 and March 19, 2009 were approved as sent out.

Mr. Orr presented the board with the Monthly Cash Flow (see attached).  Mr. Orr noted that we are doing all right.  We are moving into the finishing of the year in a good light and beginning the new year on a solid foundation.  Have not received any notices of any more cuts. Mr. Orr stated that the State Department has approved the Flexing money but at this time he does not see that we will have to do that.

Motion was made by Mrs. Haynes, seconded by Mrs. Orr and carried by the board to set a board meeting for Budget Workshop-1st Reading of the budget for 2009-2010 on May 14, 2009 at 5:00 P.M.  We will have the second reading on another day in May and final reading in June and will be ready to roll July 1, 2009

Dr. Tobin reminded the board and the public about the candidates that will be brought forward as finalist for the superintendent’s position.  We had three finalist but Dr. Sacadia Howell has withdrawn and the two finalist are Dr. Deonia Simmons and Dr. Gary Burgess.  They will appear before the public on Thursday, April 23, 2009 at 7:00 P.M. in the Hampton County School District 2 Auditorium.  The public is invited to attend.  They will make a brief presentation and then will break into two groups and have a question and answer session for the public to ask questions of the candidates.

Dr. Tobin reported that we had a Title I visit from the S. C. Dept. of Education on the schools that are in the corrective action. We were commended for the progress that we have made and the program implementation and were encouraged to continue with what we are doing.  Received a positive review from the State Department of Education.

Dr. Tobin reported that we received approval for our IDEA (Individuals with Disabilities Education Act) Grant from the Department of Education.  Both the Budget and Plan have been approved and we are prepared for next year to proceed with the service of our students.  He commended Mrs. Mary Ann Atkins for her work.

Dr. Tobin reported that we received the Accreditation Classifications for all our schools and the District Office.   The District Office, Board of Trustees, Summer School, the Adult Education Program and Estill Elementary received an All Clear.  Estill Middle and Estill High School received an Advised due to some Certification matters that did not get resolved before the report. 

No public participation was heard.

Motion was made by Mr. Davis, seconded by Mrs. Orr and carried by the board to go into Executive Session to discuss 2009-2010 Personnel Recommendations.

EXECUTIVE SESSION:

Motion was made by Mr. Davis, seconded by Mrs. Haynes and carried by the board that the Board go back into General Session.

Report Out of Executive Session:

Motion was made by Mrs. Sumter and seconded by Mrs. Orr to approve the Hampton District 2 “Team Concept” for maintenance and custodial services for Hampton County School District 2.  Motion was carried by the board.

Motion was made by Mr. Davis and seconded by Mrs. Sumter to accept the recommendations from Mr. Orr that the finance office staff stay in tact for one year and review.  Motion was carried by the board.

Motion was made by Mr. Davis and seconded by Mrs. Sumter to accept the recommendation to hire a Human Resources Manager/Benefits Coordinator.  Motion was carried by the board.

Motion was made by the Superintendent to reemploy the following District Office Staff:
    J.J. Orr – Finance
    Linda Best – Food Service (Cheryl Grant, Melisa Wright)
     Mary Ann Atkins – Special Services
    Patricia Malphrus – Health Services
    Rose Choice – Pupil Services (job description)
    John Martin – Bus Supervisor/Maintenance Custodial Supervisor
    Jacqueline Hopkins – Federal Coordinator
    Tonya Beckett – Gifted and Talented Coordinator
Motion was carried by the board.

Motion was made by Mr. Davis and seconded by Mrs. Sumter to rehire the following:
    Ron Youmans – Principal Estill Elementary
    Julia Lee – Estill Middle
    TBD – Principal Estill High
Motion was carried by the board.

Motion was made by Mr. Davis and seconded by Mrs. Sumter to accept the recommendations from Estill Elementary School, Estill Middle School and Estill High School teachers (see attached list).  Motion was carried by the board
   
Motion was made by Mr. Davis, seconded by Mrs. Haynes and carried by the board that the meeting be adjourned.

Re: Notification of Asbestos Inspections

In compliance with the U.S. Environment Protection Agency (EPA) Asbestos Hazard Emergancy Response Act (AHERA), in the fall of 1998 we performed inspections of each of our schools builds for Asbestos Containing Building Materials (ACBM).
