Every child has a right to a free, appropriate public education (FAPE).  Some students have disabilities that make it difficult for them to engage in learning in the general public school setting without special education services.  The Special Services Department in Hampton County School District 2 assures that all students with disabilities between the ages of 3 to 21 will be provided with appropriate programs of instruction and related services customized to meet the individual needs of our students

What is Special Education?

Federal regulations define Special Education as specially designed instruction, at no cost to the parents, to meet the unique needs of a child with a disability.  Specially Designed Instruction means appropriate adaptation of content, methodology, or delivery of instruction.  In turn, related services are provided to assist students to benefit from their specially designed instructional program. 

Mission

To ensure that all children with disabilities in Hampton County School District 2 have available a free and appropriate public education (FAPE), protect the rights of these children and their parents, and provide leadership to schools operating programs that provide appropriate services to our students with disabilities.

Principles

  • Education must be provided to all children with special needs ages 3-21.
  • Education must be provided in the least restrictive environment.
  • Education must be provided at no cost to the parent or student.
  • An Individualized Education Program (IEP) must be developed for every student in special education.
  • Transition services must be provided to all students fourteen and older enrolled in special education.
  • Procedural protection must be enforced in regard to referral, evaluation and placement.
  • Access to the general education curriculum or alternative curriculum must be provided to students with special needs.

  • Everyone can learn
  • All children should be afforded the best education at the expense of no other
  • Every teacher is a special education teacher
  • Special education and general education reform efforts are collaborative
